Josh was elected to represent Castle ward on Hertford Town Council in May 2023. He is the Leader of the Labour Group on the Town Council and currently sits on the Development & Leisure and Finance, Policy & Administration committees and the Personnel subcommittee. He is an external representative to the FUTUREhope charity.

Growing up in Hertford, Josh attended local schools and his first job was in Hertford Town centre. He has previously supported community radio stations and in 2019 he co-founded the We Are Hertford campaign to give residents a say on the Bircherley Green redevelopment.
